Policy 2020 – 2021

All policy resolutions agreed by our General Committee (GC) – the policy-making body of Brighton Pavilion Constituency Labour Party – between 2020 – 2021 have been listed below in date order (latest first).  Shorter motions are shown in full below.  Longer motions can be viewed separately via the relevant linked page or attachment provided.  Policy is set in the context of our rules, which you can find here.

The Labour Conference Decision on Shortlisting Panels should be Respected – on 18 November, by a majority, Pavilion Labour’s GC adopted this resolution upholding the sovereignty of Labour Conference and calling on Labour’s National Executive Committee to respect the decision of Labour Conference on the composition of shortlisting panels:

This Labour Party send solidarity to comrade Rheian Davies – on 18 November, by a majority, Pavilion Labour’s GC adopted this statement of solidarity proposed by Pavilion Labour’s Women’s Branch.

Palestine – on 18 November, by a majority, Pavilion Labour’s GC adopted this resolution (which had been delayed coming to the General Committee since May) by a majority:

Free, Fully Accessible and Integrated Public Transport – on 9 October, by a majority, Pavilion Labour’s GC adopted this resolution highlighting the need to expand public transport services as a priority policy for all Labour administrations and to radically change our transport services to become universal, free, fully accessible, ultra-low emission, integrated and publicly-owned.  It was agreed that Brighton Pavilion CLP submit this resolution to Labour’s 2021 South East Regional Conference, where we were delighted that this resolution was adopted by the whole of the Labour Party across the South East.

Recent Election Outcomes – on 9 October 2021, Pavilion Labour’s GC amended and adopted by a majority this resolution concerning elections and the need for Labour to work together to put forward a radical socialist programme:

Labour for a Republic – on 11 September 2021, Pavilion Labour’s GC adopted by a majority this resolution for Brighton Pavilion CLP to subscribe to Labour for a Republic and support its aims.

Concessionary Bus Travel – on 11 September 2021, Pavilion Labour’s GC unanimously adopted this resolution calling for concessionary bus passes to be valid at any time and for the next Labour Government to implement universal free bus travel.

Disabled People’s Right to Protest and the Police – on 11 September 2021, Pavilion Labour’s GC unanimously adopted this resolution applauding the impressive and effective campaigning by many disabled people and calling on the labour movement to defend the right to protest against the threats posed by the Tory Government’s Police, Crime, Sentencing and Courts Bill.

Home Care Provision for the Elderly and Vulnerable – on 11 September 2021, Pavilion Labour’s GC overwhelmingly adopted this resolution calling for a review of the funding of care homes and expressing our Party’s support for greater public ownership of care homes with reinforced trades union rights for care home workers.

Solidarity with Jess Barnard – Transphobia has no place in the Labour Party – on 11 September 2021, Pavilion Labour’s GC overwhelmingly adopted this resolution expressing solidarity with Young Labour Chair, Jess Barnard.

Tory Attacks on Disabled People – on 11 September 2021, without any dissent, Pavilion Labour’s GC adopted this resolution highlighting the Tory Government’s pernicious attacks on disabled people and urging all Labour members and supporters to respond to the government consultation (see here) to reject the Tories’ Green Paper before the deadline of 12 October 2021.

Solidarity with Ken Loach – on 14 August 2021, Pavilion Labour’s GC adopted by a majority the following emergency resolution:

NHS Pay – on 14 August 2021, Pavilion Labour’s GC unanimously agreed to amend a resolution on NHS Pay and adopted the amended resolution (shown below), calling for support for the joint union campaign for a minimum 15% pay rise for all NHS workers and support for Unite’s day or action on 25 August 2021:

Housing – on 14 August 2021, by a majority Pavilion Labour’s GC agreed to amend a resolution discussing policy on the “right to buy”, second homes and AirBnB.  The GC proceeded to adopt the amended resolution (shown below) without any votes against:

Minimum Representation of Women – on 14 August 2021, Pavilion Labour’s GC unanimously adopted this resolution setting out national Labour rules on the minimum representation of women and our Party’s agreed local application of them, and requiring our CLP’s Executive Committee take action to ensure that these rules are being correctly applied throughout our CLP and report back to both the GC and the Women’s Branch.  This resolution can be found here.

Make Labour Accessible for All – on 14 August 2021, Pavilion Labour’s GC unanimously adopted this resolution thanking Labour members for work taken to switch events online during the pandemic and calling on our CLP’s Executive to review meeting attendance and take urgent remedial action if members are being excluded from Party activities due to meeting arrangements or costs of access:

Women’s Peaceful Protest and the Police – on 14 August 2021, Pavilion Labour’s GC unanimously adopted this resolution expressing love and support for all people continuing amid the aftermath of domestic violence, calling for a review of disgraceful, aggressive policing of peaceful vigils and urging opposition to the Tory Government’s draconian Police, Crime, Sentencing and Courts Bill:

Track and Trace – on 14 August 2021, Pavilion Labour’s GC unanimously adopted the resolution here expressing our concerns that the UK still does not have an adequate testing and tracing system as the Tory Government persists in massively funding a privatised test and trace which is not up to scratch, while de-funding more efficient public health services and refusing to provide effective levels of support to allow individuals to self-isolate.

For a Just and Fair Social Security System – on 14 August 2021, while confirming our ultimate resolve to replace Universal Credit with a just and fair social security system,  Pavilion Labour’s GC unanimously adopted this resolution calling for the retention of the £20 “temporary” uplift to Universal Credit and its extension to all recipients of legacy benefits.  We say #CancelTheCut:

Make Labour Accessible for All – on 14 August 2021, Pavilion Labour’s GC unanimously adopted this resolution calling on Labour’s National Executive Committee (NEC) to support the active application of the Equality Act to ensure access to all Labour activities for disabled members and asking our local Party to arrange training for officers and members:

Fair Representation on the LCF / LGC – on 14 August 2021, without any dissent, Pavilion Labour’s GC adopted this resolution calling for equal representation of all branches and members:

The Chair Circle and Rose Network – on 14 August 2021, by a large majority, Pavilion Labour’s GC adopted the resolution you can find here,  calling on the Labour Party leadership to close both the Chair Circle Membership and Rose Network and replace them with inclusive, socialist and democratic alternatives.  We cannot have “rich doors” and “poor doors” into our party. 

Covid Pandemic – on 14 August 2021, with no votes against, Pavilion Labour’s GC adopted the resolution you can find here, dealing with some aspects of great concern regarding the failings of the Tory Government in its handling of the Covid-19 pandemic from spring and summer 2020 on. 

Windrush and Deportations – on 14 August 2021, by an overwhelming majority, Pavilion Labour’s GC adopted a resolution, which you can find here, calling for legislation to end the Tories’ hostile environment, to oppose deportations, to campaign for a Windrush Act and a public inquiry into the Windrush scandal.

Deadly Generation Game – on 14 August 2021, by a large majority, Pavilion Labour’s GC confirmed our CLP’s policy in support of the establishment of Older Members’ branches on the same basis as other equalities branches:

Atonement and Reparations for the UK’s trans-Atlantic trade in enslaved Africans – on 14 August 2021, Pavilion Labour’s GC considered issues from the slave trade still unaddressed and uncompensated for by the UK Government and others.  The resolution adopted without any dissent can be found here.

High Quality deliberation in Council – on 14 August 2021, Pavilion Labour’s GC discussed issues of confidentiality in local government, how this may impact the work of the Labour Group of councillors and the role of Labour Group observers.  A resolution adopted by a majority can be found here.

Boundary Commission Review – on 29 June 2021, Pavilion Labour’s GC unanimously adopted this resolution concerning the initial proposals and the CLP’s response to the first round of consultation on the 2023 review of parliamentary constituency boundaries:

Covid-19 and evictions – on 29 June 2021, Pavilion Labour’s GC adopted this policy resolution calling for support for tenants, including the cancellation of rent arrears and the reinstatement of the evictions ban until at least the end of the pandemic and support for ACORN Brighton & Hove Community Union.

For a fully accountable Parliamentary Labour Party – on 5 June 2021, Pavilion Labour’s GC adopted this constitutional amendment and agreed to submit it as a rule change to 2021 Labour Conference:
